Waste-to-Energy Revolution: The GARD and China Tianying (CNTY) Strategic Alliance
In the pursuit of redefining sustainability and economic development, Grupo GARD (Productora GA RD SRL) has established a high-level strategic alliance with China Tianying Inc. (CNTY), a publicly listed international leader in zero-carbon clean energy and resource recovery. This partnership combines GARD’s deep-rooted local regulatory expertise in the Dominican Republic with CNTY’s cutting-edge global engineering power to deliver technically and financially viable waste management models.
Setting the Standard: The Haian Waste-to-Energy Project
The centerpiece of this collaboration is the successful design and construction of the Haian Waste-to-Energy Plant in Jiangsu Province, China. This massive infrastructure project serves as a global benchmark for what the GARD-CNTY alliance can deliver to municipal and industrial clients:
- Energy Capacity: 15 MW of clean electricity generated from solid waste.
- Capital Investment: A $100 million USD state-of-the-art facility.
- Environmental Impact: Implementation of clean and sustainable policies to transform municipal solid waste into a renewable power source.

Global Capability, Regional Implementation
Through this partnership, GARD gains access to a vertically integrated value chain that spans the reduction, recycling, and harmless treatment of kitchen, hazardous, and construction waste. By utilizing flexible business models such as EPC (Engineering, Procurement, and Construction), BOT (Build-Operate-Transfer), and BOO (Build-Own-Operate), GARD provides Dominican clients with world-class infrastructure backed by high-quality capital and systematic performance management.
A Replicable Precedent for Latin America
The vision of the GARD-Solomon-CLTD alliance extends beyond the borders of the Dominican Republic. By aligning with the Customs Law (168-21) and the Logistics Centers Law (30-24), the alliance is drafting a proposal for a national IETM law to harmonize the Dominican legal framework with international standards.
This project is not just about waste; it is about building a new industry founded on efficiency and sustainability. Through the combination of GARD’s domestic consulting authority and Solomon’s elite Estonian technology transfer, the Dominican Republic is setting a replicable precedent for digital logistics and circular economy implementation across all of Latin America and the Caribbean.
